They're saying it isn't a title change and that the next issue will
have a different cover title. They've apparently received many calls
from libraries questioning their practices.

We received the June/July 1998 issue of this and it is simply title
"State". Does anyone know of a certain title change for this? It is put out
by the Council of State Governments.
