GENERAL POSITION INFORMATION:

            (Head, Serials Cataloging Section)

    Position Location:  Serials Cataloging Section II,
    Acquisitions and Support Services, Library Services; James
    Madison Memorial Building.

    Tour of Duty:   Full-time. Incumbent may elect to work a
    flextime work schedule.

BRIEF DESCRIPTION OF DUTIES:
The Section Head supervises the cataloging and other activities
related to the cataloging of all serials in languages assigned to
the Section; is responsible for the cataloging and recataloging
of serials, the authentication of cooperatively contributed
serial cataloging, and related activities required to create and
maintain serial entries in LC manual and machine catalogs,  the
interpretation and application of cataloging policy and rules
within the Section, review of all authority records prepared by
catalogers in the Section, and solving and advising on technical
cataloging problems for members of the Section.  The Section Head
answers questions concerning serial cataloging policy and
procedures; and participates in meetings with cataloging division
representatives  regarding matters related to the development and
formulation, interpretation, and adoption of rules for
descriptive cataloging and inter-divisional operational
procedures.  The Section Head participates as a member of the
Division's management team and provides support and input to the
chief on issues concerning the entire division.  The Section Head
performs, or supervises, the investigation and drafting of
answers to correspondence and queries.  The Section Head
supervises the section, including interviewing, selecting,
and promoting staff members; provides for training of staff
members; develops and applies performance requirements; drafts
and administers performance appraisals; approves leave and
certifying time and attendance reports; provides ongoing formal
and informal feedback on performance; rewards exceptional
performance; initiates disciplinary actions when necessary;
shifts workloads and personnel in accordance with particular
needs; promotes effective working relationships with guild and
union officials; prepares statistical reports showing the nature
and amount of work performed by each member of the Section and by
the Section as a whole; and assures that the Library's commitment

MINIMUM QUALIFICATIONS:
One year of specialized experience at the GS-12 grade level in
the Federal service or at a comparable level of difficulty
outside the Federal service which demonstrates a minimum level in
each of the following knowledges, skills or abilities (KSAs):

Knowledge of serials cataloging, serials processing, and the
principles of librarianship.

Ability to supervise and provide leadership to a diverse staff.

QUALITY RANKING FACTORS (KSAs):

1. KNOWLEDGE OF SERIALS CATALOGING, SERIALS PROCESSING AND THE
PRINCIPLES OF LIBRARIANSHIP - to supervise cataloging and
recataloging of serials, the authentication of cooperatively
contributed serials cataloging, and related activities required
to create and maintain serials entries in LC manual and machine
catalogs; interpret and apply cataloging policy and rules within
the section; solve and advise on technical cataloging problems;
review authority records prepared by section catalogers; and act
as liaison with other sections of the Division, custodial
divisions of the Library and CONSER participants regarding serial
cataloging policy and procedures.

2. ABILITY TO ANALYZE AND EVALUATE INFORMATION AND SITUATIONS -
to analyze and offer suggestions and advice or alternative
methods or procedures on technical or operational problems;
participate in exploratory cataloging studies when new rules,
techniques, etc., are being considered; evaluate work and prepare
analytical and statistical reports; develop and apply performance
requirements; and interpret and apply complex rules and
procedures.

3. ABILITY TO SUPERVISE AND PROVIDE LEADERSHIP TO A DIVERSE STAFF
- to interview, select, and promote staff members; provide for
training of staff members in Section procedures and operations;
plan, organize and assign work; develop and apply performance
requirements; draft and administer performance appraisals;
promote effective working relationships with guild and union
officials; prepare work reports; and insure that the Library's
commitment to EEO is carried out in all aspects of personnel
management.

4. ABILITY TO COMMUNICATE AND INTERACT WITH OTHERS - to act as
liaison with other sections of the Division and other library
staff;  supervise, train, motivate, and evaluate staff; interpret
and explain policies and procedures; maintain working
relationships with other Library staff; prepare presentations on
complex cataloging issues; and represent the Section and the
Division at meetings.

5. ABILITY TO COMMUNICATE IN WRITING - to prepare or review
correspondence responding to queries received by the Library;
draft performance evaluations and other administrative documents;
and prepare analytical and statistical reports.

HOW TO DEMONSTRATE COMPETENCE ON THE KSAs:  Applicants must
address each KSA on a separate sheet of plain paper in order to
be considered for this vacancy.  Applicants should not simply
repeat entries from their employment application in addressing
each KSA, but should elaborate on any specific experience (as an
employee or volunteer), training, educational courses, and awards
that demonstrate possession of the identified KSAs.  Publication
are available in libraries and book stores to help guide you in
addressing the KSAs.  Each KSA must be addressed individually and
MUST NOT exceed one page each.

EVALUATION PROCESS:  Applicants are first assessed against the
minimum qualifications requirements for the position.  To be
minimally qualified, applicants must demonstrate a minimum level
of competence in the knowledge, skills, and abilities (KSAs)
required to perform the duties of the position, and must have the
length of time and level of education and/or experience as
specified in the announcement.  Applicants who are minimally
qualified will be further evaluated to determine the degree to
which they possess the KSAs identified as quality ranking
factors.  These KSAs are assigned values for purposes of rating.
This rating process will determine who will be referred to the
selecting official for further consideration.  Applicants who
fail to submit the required information by final closing date
will not receive further consideration for this position.
