If you've read the extant canon on the Zhodani from the Zhodani point of
view (Classic Traveller Alien Module 4 _and_ Mongoose Traveller Alien
Module 4), that's not a bad take on them, certainly an attitude that might
well be behind the Tavrchedl' - even more so if you equate "the people"
with "society" or "civil and stable society".

Our politicians in most /prima facia/ "democratic" societies claim to be
the servants of the people; the Zhodani nobility and intendancy seem to
mean it...
