I believe the essential issue is whether the game system, writers and/or
referees believe that targeting, terminal guidance, etc etc good enough
to allow for actual contact, or if weapons (users) must be content with
proximity and/or probability - i.e., the best you can reasonably hope
for is a "near miss".
