The prohibition should be far wider than simply nuclear missiles.

I've always assumed it's a "If a government doesn't use them, it's okay
for them to have them in case of invasions, etc.", but using WMDs on
Imperial subjects is a no-no and will get you a visit from the Marines
or the Navy (depending on the scale of your transgression).
