I think, though I don't recall where it is written, that Plankwell was
unhappy with the support the war got from the Imperial Core, and felt
the Marches had been left the hang. He thought he could do better.

Unlike Dulinor, Plankwell did a couple of things 'right'. Firstly, he
actually captured the whole of Capital, rather than just shooting the
Emperor and his family (which Dulinor stuffed up). Secondly, he didn't
run for his 'base' afterwards.
