I think anything on this list would have to serve some sort of valid
function, not just be static to the noise.  I realize that there are
cultural and bureaucratic traditions, but in the end they must work and
not simply be artificial blocks lest the peasantry build up a good head
of steam and separate some bureaucrats and other flunkies from their heads.
