A gauss rifle is Cr1500, as is a chameleon combat environment suit (both
book 4). IR or light intensifier goggles are Cr500 (book 3). Until
you're equipping your guys with Combat Armour (KCr20/25) or battle dress
(KCr200) an anti-psi helmet is doubling the cost of outfitting them. It
follows that unless your guys are in hard armour, only people with
knowledge useful outside the immediate tactical situation will have them
(i.e. officers, some SNCOs in headquarters).

 From a more game-oriented perspective, if every member of the Imperial
and member militaries have shields as a matter of routine, the Zhodani
become much less scary.
