This is an argument inducing question, that has no good answer. The Lightning
is a 60,000 ton PA spinal mount armed ship. The Amara is a 75,000 ton PA spinal
mount armed ship. The Amara, being only J-4, has more space for secondary
weapons. The Amara class ship design is based upon the Ghalalk-class cruiser
(Fighting ships p.30) to compare with the Lighting-class cruiser (Fighting Ships
p.31)

But they are close enough in size and capability that it would come down to the
tactical situation to determine that. What are the mission objectives of each
Captain? Do they have a fleet escort or are they on their own?

The rule differences between the HG era design and the MtG2nd era design are
just large enough that apples to apples comparison will produce more heat than
light. If you are really interested, rebuild one or the other of the ships in a
single system.
