Santanocheev is a “4/+1/6” - okay in a battle against the weaker Zhodani Admirals but so strategically inept that he will be leading the wrong fleet in the wrong place against the wrong opponent.

Norris is a “0/0/11” - rubbish in battle but at least he isn’t chasing ghosts. Unfortunately, no one trust him with a fleet.

You really want Djoulikian “4/+3/9” to organise the resistance and Goolanzoon “0/+3/5” to lead the fight back.

You really, really want to send Liang “4/-1/1” to Cronor in a scout ship. Unfortunately he’ll take command of any fleet he meets.

The Fifth Frontier War stats are planning/tactical/precedence.
Planning - plot this many turns in advance, so low is good.
Tactical - highest gets a bonus in combat, so high is good.
Precedence - lowest is most senior and when two admirals meet, the most senior is in command and departs with most of the ships. The bearer of the warrant is precedence 0.
