To a point, yes.  However, I would think that the starport culture would
be heavily influenced by the world where it resides since most of the
workers would be locals.  On worlds where the vices are outlawed or
looked down upon as if those involved are third or fourth class
citizens, I would think that they would be a little more out of sight,
if only to protect the employees.
