This question came up in thinking about generalizing some rules from one of
the games I played at TravellerCON/USA this year. I got to thinking, and
checked the Core Rules 2022, and while it had _a_ rule for _recovering_
from fatigue... I couldn't find any rules about _becoming_ fatigued.

Now, like any good Traveller referee, I can invoke Rule Zero and Make Shit
Up, but I'd rather have a good starting point for doing so, such that the
results aren't totally wonked from the standard rules, if the standard
rules have anything to say on the subject.
