Yes. This was the point "b" in the reasons a publisher needs an OGL or
equivalent (from my original post).

I'm not entirely convinced that they _had_ that trust and goodwill; their
early behavior - pre-OGL - was enough to get them the stink-eye pretty much
no matter what they did. It might have reduced the situation to "keep your
powder dry and make sure you've got your bullet mold" rather than "keep
your weapon locked and loaded", which is arguably an improvement - but is
that really "trust" and "goodwill"?
