This isn't for a game, it's for something I've been writing.

But yes, I agree; there must be consistency.  Now, certain things can be
completely unknown by the players or population in general, like the
Emperor's pseudobiological robotic double, or the ImperialLines J-6
couriers that operate along the J-2 couriers, but so long as things are
consistently applied in the same manner, all should be good.
