When a cover looks/feels too glossy to hold the ink, we stamp a
white label, and affix that to the cover of the periodical.

Joe -
We use two methods for slickies -
        Apply a strip of plain white label stock and stamp on that
        Stamp on the first page inside the issue that is not slick

Fortunately not too many law journals are slick and we only have a handful
of "popular" magazines (whose covers seem to take our red stamp pad ink
OK)
