Not so much that it's "not military" as I can't find anything that
indicates that it's a degree-granting institution, as the military
academies are. Also, as far as "what other ones there might be", well...
I'm assuming that you're only interested in degree-granting training
facilities for U.S. government agencies; if we go beyond that limitation,
there are a number of state (not federal) and private military colleges
that are degree-granting institutions, some of which have distinguished
alumni (the Citadel and the Virginia Military Institute, for example), and
there probably isn't a federal agency that doesn't have a (non-degree)
training facility to meet its own peculiar needs. While most municipal
police academies are _not_ degree-granting institutions, some might as well
be; it's quite possible, for example, to convert training at the NYPD's
academy into quite a lot of credits toward a degree in any of several
law-enforcement-related fields at several NYC-based colleges, such as the
John Jay College of Criminal Justice.
