Type D in my opinion - the UWP has always tended to show what a world
presents to travellers. Also, /Trillion Credit Squadron/ let worlds
build ships for their local government no matter than starport type.
Therefore, the starport type is what's available to normal citizens
travelling through, and not what a local government, Imperial agency, or
a megacorp might have access to (which can explain some of those high
TL, high pop worlds with surprisingly shoddy ports).

Mind you, in TNE this doesn't really work because it's a fundamental
conceit that worlds that can build or even repair ships (and especially
jump drives) are few and far between.
