In a previous chapter, Milford, Moustache, et al discovered the rogue
gas dwarf Teapot (SR 2530) in late 2125 and ultimately plan to set up a
waystation, provisionally named Teacup, there to flog fuel to passing
traffic.

To generate that passing traffic after Teacup becomes operational, I'm
going to use and adapt the GT:IW rules for worldgen (specifically, Step
7 thru 13, pp128-131), since I've already got the physical data for each
system.

But before I dive in, I figured I'd ask the Learned & Honourable Members
of the TML (yes, Tim, that includes you as well) for any pitfalls they
have experienced/can foresee, so I can go make a whole new and different
bunch of mistakes.

Initial questions I have are:

1 - For a given time period (eg a year), how do I figure out what
systems are candidates for colonisation (ie, what do I even roll for)?

2 - If a given candidate system doesn't end up with a colony or an
outpost, should it get reconsidered later?  If so, when/how?  (Above and
beyond "GM fiat").

3 - The table on p128, combined with the text "If the world is Terran,
add +1 for every 10 full years since the colony was established.",
combine to imply an annual population growth rate for Terran colonies of
2.3%.  That sound about right?

4 - How should the placement of major and minor settlements interact (cf
"the placement of minor settlements tends to depend on the placement of
major colonies") over time?

5 - Given PA's timeline has departed from canon, how do background
events (such as Interstellar War 2: Electric Boogaloo) interact with
colonisation efforts?  How do I figure out (thanks to divergence) the
later Interstellar Wars happening?
