The CT rule is consistent with reality - if the gummint spends that kind of money on you, and you end up staying the course and reaching the goal that the gummint set for you, then you get the commission and start paying it back in service. (If you _don't_ finish the course and achieve the goal, you finish that term, and a second term, in the service as an enlisted.
