Cargo Cults present some problems in Traveller - they really only work at
all for pre-mechanical societies, which means TL1 or below. If, even so,
the society has an origin myth of stellar descent or any cultural myths of
degradation (e.g., higher tech and/or greater knowledge), they may
recognize the first-contact scenario as having connections with their
myths, and the cargo cult may not develop, instead developing into the FC
personnel becoming 'demons' or equivalent for not conforming to their
existing religion.

That said, they're not impossible, and there's no reason that once
developed, they can't persist and "mutate" into a more conventional form.
Nor is there any reason they can't be discussed and treated respectfully in
the Theme Issue.
