I'm using the resource value modifiers in GT:ISW to much the same end. 
My goof - I was looking for something somewhat finer grained than
"entire planet" - even "individual worldmap hex" scale will help.

What _particular regions_ will cause a Terran (not Vilani - there is
currently a war on) concern to commit (presumably) tens or hundreds of
millions of solars to troop outsystem, set up shop, then dig up and flog
that part of the planet by the dton?
