The difference between use and operation?

Use means knowing what effects a unit can have (how much it can lift, etc) and where to attach it and also how multiple units interact.

Operation is actually flying the thing plus knowing when it isn’t operating as expected.

It’s the difference between knowing where to put the explosives and knowing how to set them off safely.
