IMO, the imperium as a whole would not change - for this, it is way to large and diversified (11.000 worlds!). But on a planetary level, changes could be radical. Imagine a young, naive farm-boy joining the marines and leaving his low-tech, low-gov colonial home world. After a few terms of service (and maybe a few decades in cold sleep), he returns to an overcrowded, high tech world ruled by a corporation. Or charismatic dictator. Or socialist party. Or gangsters. Could be the frame for a "walking tall" campaign. Bye Ingo
