Actually the Game mechanism in how it is used is the bigger question.

Thinking over night about how Armor works in High Guard, it is a Die
modifier that shifts damage rolls away from Critical Hits. That
mechanism wouldn't be too hard to implement within Book 2 core rules.
In effect it would be a DM of -1 on the damage location roll for each
hit.

One of things to consider is whether or not the are various levels of
armor for a Book 2 Ship, with the above it could be a binary decision
whether to have a "Armoured" hull or not. In this I am looking at
Armor as improved internal compartmentalization along side a some
surface strengthening. Say a 5% cost in volume with a MCr 0.4 cost per
ton.
