To be fair, the phrase "people would be wired for drone control from
birth" includes the term "wired," which can certainly be interpreted to
mean some sort of cyborg (organism with cybernetic components).

As for the "from birth" part, someone accustomed to parsing out
alternate meanings, such as myself, would note that "people would be
wired for drone control from birth" *can* be parsed to mean that people
would receive wiring that would, from birth, enable them to control
drones.  Personally, I would only parse it that way for humorous effect,
because I love finding and pointing out ambiguity.  However, I would
generally do so in person; nuance is not a strong suit in e-mail messages.

It might have been less ambiguous to write that "at birth, people would
be wired for drone control," although that word "wired" still can be
interpreted to imply implants of some sort.  If you don't mean "wired"
with implants, then you'll need either to explain in what sense you mean
by "wired," or to use a more precise word in place of "wired."
