I'm certain it can get that good at typical Traveller TLs.  I expect
there is a lot of variation in the cultural role of such VR, such as
harmless pasttime, routine reality augmentation, addicting social
plague, or harshly outlawed crime.  Probably all of the above in
various shades and mixes, as well as plenty I haven't thought of.
