It looks like Peter’s mail host is on a spam blocklist the admins (or him if he’s the admin) can go to sorbs.net and get it unblocked; there are procedures there. We’ve had to do this on occasion when someone lets their email account get compromised. One screw up and email for over a thousand mail accounts starts bouncing all over the place :-(
