In light of that info I think it's reasonable to hypothesize that the Aslan Border Wars provided the impetus for the 3I to progress to TL13 & that the 1st FW-Time of Trouble-2nd FW period did the same, resulting in TL14. Jibing with the long established  facts that the IN regular sqds of the 3rdFW/SolRimWar era were TL14 while for the 5thFW they were TL15.
