I'm not sure.  Going back and reading again I see Dark Nebula is between
the Aslan and the Solomani, not the Imperium as I first thought.  So it
can't be set during the Border Wars.

In saying that given the jump 4 I'd say its after the Border Wars. Since
the Solomani Sphere was created in 704 maybe Dark Nebula is closer to
that date, after the increase to TL13?
