Not just hi-pop hi-tl, but also the subsector capital and one of the
most important systems in the sector.

Also oddly, for supposedly land-hungry ihatei, "no-planet".  It's just
two asteroid belts and a gas giant.  You'd think if it was asteroids
they were after, there would be billions of them everywhere just
waiting to be claimed.
