Years ago I worked with a guy who had previously been working for Customs,
and that's just one example of what happens. Containers simply disappeared,
on one notable occasion while they had one under surveillance. Target
container (presumed to contain contraband) was lowered onto the ground,
being watched  (from a nearby slope) by Customs officers. A second container
was brought over and placed in front of it. No biggy, the top of the target
container could still be seen. Then a third container was placed on the
second one - target was now out of sight. The Customs officers immediately
swooped in, but by the time they got there (about 2 to 3 mins or so), the
target container was GONE. They searched through the port, but it was never
seen again.

That sort of event is on an organised crime scale.
