Yeah, I'd arrived more-or-less at the same conclusion, plus including
certain Personalities (more-or-less Patron/Contact level NPCs, such as
Prominent Citizens, Key Gubbermint Ó Fishals, Key Crime Lords (no relation
to Tracy Lords, thank you - I do agree with the PG-13 guideline), Et Cetera
(and Mr Cetera is a busy person...)), plus a little bit of astropolitical
info, geopolitical info, Et Cetera (I _told_ you he was busy...!).

Street maps of the main streets, broad outlines of a couple of
neighborhoods/districts, detail a couple of neighborhoods/districts, enough
to put together a writers' kit, which would include the above, plus How To
Use Others' Characters (or not). I may even set up a list here at FT to
facilitate authors negotiating over character actions and timing and so on.

NOTE: Definitely not the OTU.
