Hi Phil,

I don’t know that it would be an adventure in and of itself as much as a complicating element for a task. For example, the players are looking for information to help them complete a mission and due to the changes brought in by a new regime that ordered a reclassification of information the information the players are looking for may not be where they think it is or it may have been split into different pieces with each piece classified differently.

It’s not something I would use all of the time but it could be a useful plot tool.
