IMTU I have a bar/restaurant called the Red Dragon. It's a nod to a recurring trope, but the twist I put on it is that it's pretty much the only place on the planet which allows smoking (of all sorts of things). I sort-of crossed this up with a high-class hotel bar in Tokyo (probably the rest of Japan too, I lack personal experience) will frequently keep a client's individual bottles of liquor, just for them, so this place will keeps (naturally for a fee) part-smoked cigars and so on for their clients, in addition to selling smoking materials - cigarettes, joints, water-pipes, and so on.

Such a place might be a dive, or a high-class establishment, or highly fashionable, only to be highly *un*-fashionable the next time the PCs visit, and so on.
