Eh.  Scout crew was 1, anyway, 2 if you need a gunner.

Giving up the second two staterooms puts a crimp on the utility as a
courier, as well as an adventure party ship.  And while not designated
as "cargo" space, the extra staterooms are handy for living space if
you're doing extended service.

It's possible, but it makes the ship a lot less attractive for long
hauls.  It's gonna be cramped.

I don't think you can get everything in a 100 dton hull that you want.
J3, maybe, but not J4.

 Air/Raft in a custom 'slot" bay that can only be accessed externally.
  Crimps your ground-to-orbit operations, but still available for use
dirtside.

(Preferably, a bay on the upper surface, so it can be deployed if you
crash/land on water/suffer a landing gear failure/etc.)
