Don't confuse _Size_ with _Capability_ - Traveller starport codes in the
UWP are more aligned with capability than size. The Port of New York (real
world) can't build or do significant repair on ships berthed there; by
Traveller standards, it'd be Class C because of that lack - even though it
might offer everything else that a Class A port could offer. I'd say that
it's guaranteed to be Class C Plus, but not necessarily B or A.

Some limitations on Government; I'd expect that 0 (anarchy) or 7
(balkanization) would not be sensible options, and if I rolled either of
these I'd insist on rerolling.

Law would be relatively high, in any case, because you don't want random
idiocy to cause damage to e.g., life support. Probably not less than 6
generally, and weapons would probably be higher - likely all projectile
weapons prohibited, and blades and clubs seriously restricted.
