IMO, a large, strong, heavily-industrialized polity needs a robust
infrastructure.  It's just that everyone would rather someone else paid
for it. :/

ObTrav:  the X-Boat network - its creation, maintenance, and (proposed)
upgrades, and funding for all of the above.
