This is at odds with...a lot of stuff.

First up is that the US was trying to build highways in 1916. Got the
hang of funding them a little later and getting the states on board with
doing it and cooperating about routes. Asked the Army about essential
routes early on and kept going to WWII. Mr. Wilson comes to the tale
late and only as the final facilitator of a system that was chugging
along. Eisenhower had certainly gained an appreciation for good roads
during the 1919 Transcontinental Convoy that took two months to get to
California. As supreme commander of the allies he was deeply
appreciative of the German Autobahn. To fob off the construction of the
US Interstate Highway system as just a ploy for increased sales by the
former head of GM (who had sold his stock to become SecDef) is to truly
misstate the reality.
