So the house-rule answer may be:
- drop the AV down a peg or two - but that may have to be playtested against
the expected weapons
- increase the TL of Cloth
- both; i.e. create a new armour type with an AV value below the now
higher-TL Cloth

I vote for calling it "Linen".

(Sounds better than "Denim". Although "Double Denim" may give you a higher
AV - just a lower Charisma...)
