How does this compare to, say, High Guard?

Or are you talking about an actual "Power Plant A" as opposed to a TL9
power plant of rated output X?

High Guard drives got smaller for the same rated performance as TL
went up.  Yay for efficiency.

But if you built a drive of performance X, that's what it was- all
your benefits were from the TL increase.

I would generally expect the same for T5.
